CEC Gyanesh Kumar addresses BLO Supervisors at IIIDEM, New Delhi

379 BLO Supervisors Attend National Training

The Election Commission of India (ECI) began its 13th batch of training for Booth Level Officer (BLO) Supervisors today at the India International Institute of Democracy and Election Management (IIIDEM), New Delhi. The two-day programme was inaugurated by Chief Election Commissioner Shri Gyanesh Kumar.

The current batch includes 379 participants: 111 from Uttar Pradesh, 128 from Madhya Pradesh, 67 from Nagaland, 66 from Meghalaya, and 7 from Chandigarh. Over 5,000 BLOs and Supervisors have been trained by the ECI in New Delhi in the past three months alone.

Transparency in Electoral Law Implementation

In his address, CEC Gyanesh Kumar emphasized that India’s electoral process is governed by the Representation of the People Act 1950 & 1951, along with the associated rules and ECI directives. “There can be nothing more transparent than law in any democracy,” he said.

Appeals and Voter Awareness

He stressed that participants should familiarize themselves with provisions under Section 24(a) and 24(b) of the RP Act for appeals related to final electoral rolls. He encouraged BLOs to inform voters about these legal provisions during field verification.

It was noted that no appeals were filed from the five participating states/UTs following the Special Summary Revision (SSR) conducted in January 2025.

Hands-On Electoral Training

The training includes modules on voter registration, form processing, EVM/VVPAT handling, IT tools, and mock polling. Practical demonstrations are designed to enhance technical and operational readiness at the grassroots level.

This capacity-building initiative aims to improve the quality, transparency, and responsiveness of India’s electoral roll management and poll conduct systems.
