Tripura Declared Fully Literate Under ULLAS Programme, Becomes Third State in India to Reach Milestone

Tripura has officially become the third state in India—after Mizoram and Goa—to be declared fully literate. This announcement was made under the ULLAS – Nav Bharat Saaksharta Karyakram, a centrally sponsored programme implemented between 2022 and 2027 to promote foundational literacy among adults.

The declaration ceremony, held at Rabindra Satabarshiki Bhawan in Agartala, was graced by Chief Minister Prof. (Dr.) Manik Saha and officials from the Ministry of Education and State Education Department. Neo-literate learners and community stakeholders who played a pivotal role in this achievement were also present.

Dr. Saha hailed the occasion as a historic moment for Tripura. The state has increased its literacy rate from just 20.24% in 1961 to a remarkable 95.6%, surpassing the national benchmark to be recognized as fully literate for individuals aged 15 and above.

The success of ULLAS in Tripura is attributed to the collective efforts of lakhs of volunteer educators, learners, and community leaders. The programme focused on empowering non-literate youth and adults with essential literacy, numeracy, and life skills through digital tools and localized outreach.

Since its launch, the ULLAS scheme has followed a mission-mode implementation strategy, including door-to-door surveys, community mobilization, and training through the ULLAS mobile app. In Tripura, the model has been particularly effective across all districts, making it an example for other states and Union Territories.

This milestone supports Prime Minister Shri Narendra Modi’s vision of a Viksit Bharat @2047 and exemplifies the strength of Jan Bhagidari (people’s participation) and Kartavyabodh (sense of duty) in achieving educational transformation.
