AI Meets Panchayati Raj
The Ministry of Panchayati Raj (MoPR) has launched SabhaSaar, an Artificial Intelligence-powered meeting summarization tool, in New Delhi on 14 August 2025. Union Minister Shri Rajiv Ranjan Singh (Lalan Singh) and Minister of State Prof. S.P. Singh Baghel presided over the launch ceremony.
How SabhaSaar Works
SabhaSaar uses advanced AI and Natural Language Processing (NLP) technologies to automatically generate structured minutes of meetings (MoM) from Gram Sabha or Panchayat audio and video recordings. Integrated with Bhashini, India’s National Language Translation Mission, the tool currently supports 13 Indian languages, with plans to expand further.
Key Features
- Transcribes spoken discussions into text.
- Identifies action points and decisions.
- Produces well-formatted and structured MoM.
- Ensures linguistic inclusivity across states and UTs.
Nationwide Rollout
The Ministry has urged all States and Union Territories to adopt SabhaSaar for documenting Gram Sabha proceedings. As the first step, all 1194 Gram Panchayats of Tripura (including traditional local bodies) will generate MoM for the Special Gram Sabhas scheduled on 15 August 2025 using SabhaSaar.
Strengthening Democracy at the Grassroots
SabhaSaar is designed to enhance participatory democracy, transparency, and efficiency in local governance. By reducing the time and effort required for manual documentation, it allows Panchayat officials to focus on service delivery and decision-making, while ensuring accountability.
A Digital Step Towards Atmanirbhar Bharat
The launch of SabhaSaar represents India’s commitment to harnessing AI innovations in governance. By enabling accurate and inclusive documentation, the tool ensures that local self-government remains effective, modern, and citizen-centric.
