SPMEPCI EV Manufacturing Portal Launched to Attract Global Investors to India

The Ministry of Heavy Industries (MHI) has launched the online portal for applications under the Scheme to Promote Manufacturing of Electric Passenger Cars in India (SPMEPCI), marking a major milestone in India’s clean mobility transition and ‘Make in India’ vision.

The application window, accessible at spmepci.heavyindustries.gov.in, will remain open from 24th June 2025 to 21st October 2025. The scheme was notified on 15th March 2024, and detailed guidelines were released via Notification No. S.O. 2450(E) on 2nd June 2025.

Under this scheme, global EV giants are invited to set up long-term manufacturing operations in India. Approved applicants must invest a minimum of ₹4,150 crore and will be allowed to import Completely Built Units (CBUs) of electric four-wheelers valued at over USD 35,000 at a concessional 15% customs duty for five years.

Union Minister Shri H.D. Kumaraswamy stated, “This initiative is a defining moment for India’s automotive future. It strengthens our resolve to meet Net Zero by 2070, promotes ‘Aatmanirbhar Bharat’, and firmly establishes India as a global destination for electric vehicle innovation and manufacturing.”

The SPMEPCI scheme ensures that investments align with domestic value addition (DVA) milestones, thus encouraging indigenous capability development while enabling technology transfer and global competitiveness.
