First of 10 Common Secretariat Buildings Goes Live
Prime Minister Narendra Modi inaugurated **Kartavya Bhavan-3** on August 6, 2025, located on Kartavya Path in New Delhi. The new building is the first of the planned 10 Common Central Secretariat (CCS) buildings under India’s ambitious Central Vista redevelopment initiative, designed to centralise key government ministries and improve operational efficiency.
What’s Inside Kartavya Bhavan‑3?
- Spread over **1.5 lakh sqm**, with two basements and seven floors above ground.
- Houses ministries including Home Affairs, External Affairs, Rural Development, MSME, Petroleum & Natural Gas, DoPT, and the office of the Principal Scientific Adviser.
- Features modern amenities: creche, yoga room, medical facility, cafeteria, multipurpose hall, advanced conference rooms, and secure IT‑ready workspaces.
Design and Sustainability
- Eco‑friendly features include rooftop solar panels, rainwater harvesting, double‑glazed windows, LED lighting, and approximately 30 % energy savings.
- Integrated security and facility systems: ID‑card access, CCTV surveillance, central command control.
- A 600‑vehicle parking facility enhances convenience for staff and visitors.
Strategic Shift in Governance
Kartavya Bhavan-3 enables the relocation of key ministries from historic Raisina Hills buildings, including North Block, marking an administrative shift. Over time, departments such as Finance, Defence, and even the Prime Minister’s Office are expected to move to purpose-built Kartavya Bhavans.
Upcoming Developments
The remaining CCS buildings and the **Executive Enclave**, which includes the new PMO, Cabinet Secretariat, NSA’s office, India House, and Prime Minister’s residence, are slated for completion by **mid‑2027**. This marks a transformative chapter in India’s administrative architecture.
Traffic & Public Advisory
In light of the inauguration ceremony and the PM’s evening address around 6:30 PM, Delhi Police issued traffic guidelines in central areas like Kartavya Path and surrounding roads. Commuters were advised to plan and use public transport to avoid route diversions and congestion.
What This Means for India
- Marks a shift to **centralised, efficient administration**.
- Supports India’s vision for **modern governance infrastructure** and eco-sensitive buildings.
- Represents progress in the **Central Vista redevelopment**, aligning with national symbols like Kartavya Path and India Gate.
