Lok Sabha Speaker Advocates Stronger Oversight and Innovation in Governance

The two-day National Conference of Chairpersons of Estimates Committees of Parliament and State/UT Legislatures concluded at Maharashtra Vidhan Bhawan in Mumbai. In his valedictory address, Lok Sabha Speaker Shri Om Birla emphasized the need for institutional synergy, financial accountability, and technology-driven governance to strengthen democratic processes.

Shri Birla stated that effective coordination among governance institutions is crucial for citizen-centric administration. He advocated transparency in public spending and called for robust fiscal discipline mechanisms. The Speaker also underscored the role of advanced digital tools like AI and data analytics in enhancing the impact of committee oversight.

Highlighting the evolving role of Parliamentary Committees, Shri Birla said they should not be seen as opposing the government, but as constructive, corrective institutions offering valuable guidance. He called for collaboration between central and state-level Estimate Committees to ensure aligned governance standards across the country.

The Speaker stressed that every rupee spent must ensure welfare for the people, with effective delivery of schemes that promote social justice. He also pointed out the success of technology-driven systems like Direct Benefit Transfers in reducing leakages and ensuring last-mile delivery.

Shri Birla encouraged more public engagement in committee processes to enhance transparency and trust in democracy. He proposed similar conferences for other committees, such as the Privileges Committee and Petitions Committee, to promote best practices and dialogue across legislatures.

The conference adopted six resolutions unanimously and witnessed participation from representatives of 23 States and UTs. Distinguished speakers included Governor of Maharashtra Shri C.P. Radhakrishnan, Deputy Chairman of Rajya Sabha Shri Harivansh, and other legislative leaders from both Parliament and the Maharashtra legislature.

The event marked 75 years of the Estimates Committee and reinforced India’s commitment to efficient, accountable, and people-focused governance. The theme of the conference was: “Role of Estimates Committee in effective Monitoring and Review of Budget Estimates for ensuring Efficiency and economy in Administration.”
