The Gujarat Administrative Reforms Commission (GARC), chaired by Dr. Hasmukh Adhia, submitted its third report to Chief Minister Shri Bhupendra Patel. The report outlines 10 digital-forward recommendations focused on transparency, efficiency, and citizen-first governance.

- Integration of DigiLocker with all official service delivery systems
- Digital service book and HR data for government employees
- Dynamic e-civil list and automated seniority list system
- Performance evaluation of Class 1 & 2 officers through digital survey tools
