In a move that will significantly ease the ongoing Special Intensive Revision (SIR) process in Bihar, the Election Commission of India (ECI) has uploaded the 2003 Electoral Roll of Bihar to its official voter portal voters.eci.gov.in. The roll includes records for 4.96 crore electors, who no longer need to submit any additional documentation for verification during enumeration.
According to the ECI’s recent guidelines issued on June 24, 2025, Booth Level Officers (BLOs) are instructed to make printed and digital versions of the 2003 roll freely accessible. This ensures both electors and BLOs can easily verify voter details while filling out Enumeration Forms.
This update simplifies the process for nearly 60% of Bihar’s electorate. Those already listed in the 2003 roll can now verify their information directly, skipping the usual hassle of providing supporting documents.
Furthermore, if a voter’s name is not listed in the 2003 roll, they can still use their parents’ names from that roll as valid proof. In such cases, only the applicant’s own documentation is needed—eliminating the need to submit records for their mother or father.
The Commission reiterated that electoral roll updates are conducted routinely as mandated under Section 21(2)(a) of the Representation of People Act, 1950 and Rule 25 of the Registration of Elector Rules, 1960. These revisions, conducted annually, keep the rolls current as people migrate, pass away, or reach voting age.
Article 326 of the Constitution outlines that only Indian citizens aged 18 and above who are ordinary residents of a constituency are eligible to register as voters.
This initiative not only streamlines the documentation process but also strengthens transparency and accessibility for millions of voters in Bihar.
